Reconditioning may make sense when

The battery type supports the process, there is no physical damage, the failure mode is plausibly reversible, and the battery can be tested afterward.

Replacement is favored when

The battery is damaged, repeatedly fails testing, cannot hold useful capacity, is unsupported for the proposed process, or reliability is critical.
